General Administration of Quality Supervision, Inspection and Quarantine of People's Republic of China (AQSIQ) promulgated the No.198 bulletin of 2005 on Jan.10th 2006, decided to carry out CCC certification in part of toys. According to it, client can lodge an entrusting requirement to the authorized organ from Mar 1st2006. From Jun 1st 2007, all the toys products within the scope of the six kinds below, can't be left factory, sold, imported, presented or used in deal, without getting the CCC certification and having CCC labels on.
The six kinds of toy products are:

A. Children's vehicles.
B. Electric toys.
C. Plastic toys
D. Metal toys
E. Projectile toys
F. Dolls

According the No.8 bulletin of Certification and Accreditation Administration of the People's Republic of China (CNCA) promulgated on Mar.3rd 2006, CCIC was one of the toys’ CCC certification authorized organs responsible for the certification assignment of the following kinds of toys: Children's vehicles, Electric toys, Plastic toys, Projectile toys and Dolls.

Introduction of toys' CCC certification
China compulsory certification of toys (hereafter referred to as Toys CCC certification) is now the core business of CCIC. Information needed in certification application:
The Client should submit the following information to the authorized organ according to the applying units.
1. The register proof information of the applicant and factory.
2. Factory survey:
1) General circumstances (manufactory scale, capacity and production history of the applying product)
2) Main producing equipment list.
3) Central testing facilities (including: title, model, spec, quantity, precision, testing period)
4) Quality management documents (submit at the initial certification) indicate that factory acts according to” Requirement on the assurance of (toys’ CCC certification) factory quality management” and Chart of Organization.

Charge items and standard of toys' CCC certification:
1. Applying fee: 600 yuan per applying unit.
2. Product testing fee: authorized testing organ will take in testing fee after having done the test of products and given the test report according to the certification standard and technique requirement.
3. Sanction and register fee (including certificate fee): 800 yuan per applying unit.

What kind of Modes does toys' CCC certification adopt?
According the related regulations in “Implement rules of toys’ CCC certification” issued by CNCA and different characteristics of various toys, toys' CCC certification adopts the following 2 modes.

1. The first mode: (for children's vehicles)
Initial factory audit + product sample test + Follow-up inspection
2. The second mode: (for electric toys, plastic toys, metal toys, projectile toys and dolls)
Product test + declaration of accordance + Follow-up inspection

How to apply the CCC label?
According to “Measures for the control of CCC label” and related regulations in “Implement rules of toys’ CCC certification” issued by CNCA, products that already have CCC certification can choose the following modes according to the different characteristics of products when apply CCC label:
1. To apply the normal standardized certification labels those are already printed by the government.
2. To apply printing or molding CCC labels by the manufacture.

Authorized toys' CCC certification testing organs
According to “certification and authentication statutes” and related regulations in No.65 command from director general of AQSIQ, together with No.6 bulletin of CNCA in 2006, fifteen testing organs were authorized, including: GDCIQ-IQTC, GTIHEA, CEST and GDCIQ yuedong toy’s testing center and so on.
