Comprehensive Import Supervision Scheme, abbreviated to CISS,
is a non-tariff trading barrier business. In general, one or
several international inspection companies are designated by
relevant bodies of import government to perform compulsory pre-shipment
inspection on import commodities. The Clean Report of Findings
issued by the designated international inspection company is
considered as one of the valid references to make negotiation
of money and settlement of clearance through Customs.
Now the import countries that entrusted CCIC GUANGDONG with
CISS business include:
Ghana, Coted’ Ivorie, Senegal, Tanzania, Ecuador, Togo, Columbia,
Bangladesh, Benin, Niger, Kenya, Iran, Peru,Nigeria, Madagascar.
For smooth entering of our export cargoes into CISS countries,
CCIC has signed entrustment agreements with CONTECNA, OMIC BV,
ITS respectively according to pre-shipment inspection of cargoes
and price comparison as well as clean report of findings on
their behalf.
The main items of CISS inspection include: quality analysis,
quantity/weight survey, packing inspection, loading supervision,
price comparison, and classification of H.S. code.
Procedures of CISS business
1. The importer apply for import license with proforma invoice
to relevant
authorities.
2. Relevant authorities issue import license.
3. Relevant authorities forward the import license together
with the proforma
invoice to the liaison office of the inspection company stationed
in the importer’s country.
4. The import license is registered after being checked by the
liaison office,
meanwhile one set of which will be mailed as the inspection
order to the inspection agency stationed in the exporter’s country.
5. After being checked by the inspection agency, the inspection
order is
registered, and the inspection notice is mailed to the exporter
together with other relevant business documentations.
6. When the goods are ready for shipment, the exporter will
apply for inspection.
Relevant documents would be provided, such as receipt of inspection
notice, L/C, contract, proforma invoice, packing list, factory
testing report, export price list and export cargo list, etc.
Appointment for inspection time and place should also be made.
7. Inspectors are dispatched by relevant inspection agencies
to conduct the
inspection as appointed.
8. If the goods are proved qualified, afterward the exporter
can operate export
procedures and advance all the relevant documentations to the
inspection agency, such as copy of the original B/L, final business
invoice, copy of the declaration form, etc.
9. The inspection agency check all the items stipulated in the
relevant documents
to conduct price comparison.
10. Clean report of findings is issued if no problem was found
in the documents,
or one non-negotiable report is issued instead
